A Master's Responsibility

Open Question:

Is a Master or Mistress responsible for a submissive's entire life from the moment they begin to play? Is it a Master's job to make decisions for the sub's life and well-being from the first session of play? Who should decide the limit of a Mistress into Her sub's life... Her or the sub?
